Food

Most of the Protected Lands are relatively lush, encouraging the cultivation of a wide array of plants naturally found there. The farmers of the Clans can be found growing a vast array of crops. Grains, mostly wheat, buckwheat, barley, and millet, are grown widely and used for a variety of food including buns, noodles, and porridge. Rice is becoming more common as the technology for wet rice farming has spread as the Isawa Tribe joined the Empire. Vegetables and fruits are cultivated depending on the environment of the particular tribe. Seafood, poultry, as well as soybeans are common sources of protein. Herd animals and wild game are sometimes also eaten, though they are falling out of favor as the subjects of the Kami mimic their eating havits. Food preservation in the forms of drying and pickling are common. Salting is more rare, with the expense of salt.

I think it's more that eating meat isn't taboo, and many in the Empire still do it without any social repercussions (and probably still is how most survive the winters). But the Kami won't change what they do/like in this regard, and people are inclined to emulate the Kami's ways.

It's also about preserving space where game animals can live, thereby preserving some harmony with and connection to nature. That connection includes predation.

I mean, if the Crane and Stag can blither insane bullshit as making sense for spiritual reasons, so can everyone else!

Besides, with all of the Ayakashi influence in the Imperial Families, to the point where of the Game 1 PCs who went Imp, Sora and Jiyo were the only non-Ayakashi... yeah, we're stuck with that!

A varied diet makes for more robust people though. I think there is a theory that adult hunters-gatherers were in better health and shape than adults of agricultural tradition. However, their number was limited by what the land could offer while people growing food could and would grow numerous even if not as tall and strong (due to over-relying on a small number of crops and thus having severe deficiencies).

Don't make me say what I haven't said: It's definitely possible to have a good diet without meat, but it requires a wider variety of crops and a slightly advanced culinary tradition making use of them all.

tl;dr If little Makine wants to grow strong and make her mother proud, she must eat her meat.
