Many have been sent to the Imperial Court on business for their Clan in the hopes of an audience with Shiba - or at least someone who can approve or deny their various petitions. The fact that it's a good central location to meet others make it convenient, as well. Winter has begun truly setting in, however, and those with pressing enough business that they can't return home are trapped by the snow.

Several courtiers have realized that this presents an excellent opportunity for making connections, negotiating agreements, and in general get the political business of their Clan done. Could this be the beginning of a tradition?
