There's mistrust from some Clans toward the Imperials, afaik.

In general, while we have a lot of freedom to shape the setting, we should be wary of how much PC opinions actually shape Empire-wide relations. Like, Sora regards Nanzi as a problem, and likewise doesn't see much use in Doji, but that doesn't mean the Imperial Families as a whole sneer at the Crane- in fact, as the premise of this installment of the game indicates, quite the opposite.

Even Nanzi's Goal-Pointed low-key slow-burning temper tantrum that the winner of the tournament doesn't do things the way he thinks they should be done is, at present, mostly just using the freedom Shiba permits each Clan to encourage the Crane and Stag to be more hierarchical than the rest of the Empire. Likely we won't see major fallout until the Kami start to get knocked off. In canon, the first internal war in Rokugan didn't hit until 387.

Not saying we can't beat that timeline to the punch, but a lot of the internal strife people seem to be pining for wasn't really a thing until much later.

Hell, we're only two years past the point in canon where the Kakita/Matsu feud begins!

Now, I am unsure I would agree that many in the Crane would not be "wary" of the Imperials. After all, Nanzi is a Daimyo. His will, thoughts and ideas do propagate to his Family –– at least (if not Clan).

Said that, I do wonder about the Crab in this game.

Now, I am unsure I would agree that many in the Crane would not be "wary" of the Imperials. After all, Nanzi is a Daimyo. His will, thoughts and ideas do propagate to his Family –– at least (if not Clan).

It’s important to remember that there’s lots of room for all sorts of reactions and feelings towards what is going on in the setting. PCs matter but it’s also important not to overemphasize how a number of PCs in any faction feel about something at any given moment and take that as a standard which deviating from is ‘wrong’. Doji, for instance, has been shown to be very supportive of her family and of ‘imperial’ prerogatives in her different manifestations. Maybe Hida realized he screwed up and is cool with what happened. Their followers can vary greatly in their reactions to these events too. Having different people interpret the events in the world in different ways provides depth and makes the setting quite interesting it is own right. It also creates space for people to have fun and not feel compelled to lockstep in with the ‘important’ people in the setting... because after all... we’re all important!

Growing tension between a central authority and powerful local ones is pretty common. Especially if the central authority can't enforce it's will without cooperation from the local authorities.

But yeah I doubt more than seeds being planted until the Kami are gone. Blood connections and all. Unless Jigoku figures out a way to get a new champ....
